F2023-136 Adjust formats to not count the cover page when calculating the page numbers for the Automatic Table of Contents.

Tested with today's formats 9/27 and version 2.2.2406.2513 (their current version) as well as our current version 2.2.2409.2411.

B2024-073 Correct Object Reference Error that can occur in debug mode when utilizing Edit item from the Debug toolbar at the bottom of the application. Note - this bug is only in Debug Mode / Is not customer facing.
