Added an Editorial Mode to PROMS Step Editor. While in editorial mode, changes made will not produce change bars. If a change bar previously existed, then it will remain.

Tested with version 2.3.2509.2508. Working as expected. Updated Word document will be added with more detailed testing requirements which I discussed with Matt.
