F2024-079 - Set the flag to not uppercase the procedure and section titles in transitions in the background formats to make it consistent with the other Beaver Valley formats.

Version 2.2.2410.2815 with Oct 28 formats. Verified that procedure and section titles in transitions are not upper casing in the background format.
