B2025-044 Intermittent caching refresh issue with importing procedure sets.

Sometimes (not always), when importing the same procedure sets multiple times in a row, PROMS will error out --- this is due to the Folder list not always refreshing causing "Copy of" namings to be inaccurate resulting in it being unable to create a folder with a name that already exists.

This was found by Michelle when testing C2025-001. It seems to occur most often with Callaway data for her.
