C2026-006 Change Title bar on Add/Edit User

Rename the title bar in the PROMS Security window where user information is entered. Rename the title bar to "Enter New User Information" and remove all of the punctuation and current wording,

Also, when editing an existing user, remove the punctuation from the title bar. For example, it now will have the user's name followed by open and closed parans "Bill () Information".
