B2025-030 Show Cannot restore wording if restoring Annotation with a deleted annotation type.
While working on a PROMS manual item for deleting/restoring steps/sections with annotations where the annotation type has been deleted prior to attempting to restore a section/step, I found that a change Kathy put on for B2023-072 is no longer working.
After further analysis, the reason the message did not show was related to cache --- because all the creations / deletions / restores were done in one session. If would have left PROMS and came back in before restore, would have seen message Kathy made. Modifying this so will always display message if Annotation Type was deleted regardless of if in cache.
