B2025-007 RO Editor – RO Figure Default File extension

The RO Editor still has code that looks in old 16-bit VE-PROMS executable folders. It should only look for the ROAPP.INI located in the same folder as the ROs. If the file exists and contains an ROApp Section with an Extention field, then use that extension as the default for graphics files; otherwise default to .TIF.
