B2024-075 Correct Linking / Numbering when utilizing Paste Before/After with Enhanced Steps
When doing a Copy/Paste Before/After on Enhanced Background Step, need to update on Source side of link --- Currently, is adding a step in the Linked/Background Document but is missing the link from the Source/Master and says "Create Missing Enhanced Document Background Step".
Also, If Edit window is Open for Background procedure, doesn't refresh --- currently need to close it and reopen it to show the added background step – change to now auto refresh.

Changes look good and well documented
Testing was performed using Braidwood data, version 2.2.2410.212 and Sept 30 SQL fixes. No issues were found.
