This code fix fixes the issue described below.

Review after Baselines showed that PROMs was printing 2 copies of a procedure when there is supplemental information (Catawba EPs and Unit Specific Background Document). This first copy is missing all the Supplemental Information, and the second copy has the supplemental information however it has a different procedure number, so the baseline application isn't comparing apples to apples (its comparing the customer version to the procedure missing the supplemental information)
