John f5378a0f27 Fixes a bug in importing the 16-bit Approved PDF files. We were not handling invalid (and null) dates when reading through the list of approved procedures (from the SET.dbf file). ...

If an invalid date is found, the current date is used instead – copied existing logic we have in other places of the DataLoader.
