Linked attachments were showing a double attachment number prefixed to the step number. Updated format to not prefix the attachment number on linked background steps (uses the step number from the source document which includes the attachment number). Added a unlinked background step type that does include the attachment number from the unlinked background section

Tested with their current version 2.3.2603.3109 and the current version 2.3.2608.1011, works as expected. mv 8/12/26
