C2026-021 Expand Functionality of Viewing Mode

Upgrade - When using Parent Child - in the Side Properties on the Applicability tab, there is a "Viewing Mode" option ---- this currently only impacts the CAS/CTS / Summary of Changes / Display History. Expand this so that when a particular unit is selected, it resolves the unit to that specific unit in the UI and shows change bars in the UI based on that specific unit.

/ B2026-048 View Only Mode freezes PROMS if last tab closed

If only one tab is Open in PROMS and that tab is in View Only Mode - if you close that tab and then attempt to re-open the procedure, PROMS freezes after the procedure re-opens.

Tested with version 2.3.2605.2909, sql fixes 2605.2607. I believe it to be working as expected based on testing requirements.
