B2026-016 Fix Error Approving a Procedure without ROs set

If create a New Procedure set but have not set ROs for the Working draft and attempt to do an approval, it errors out.

It should either not error and just not resolve any ROs / assume that there are no ROs
or it should provide an error message that the RO path needs set for the Working Directory before Approval is done.
