B2026-014 Approved Procedure Export

When approving a procedure, if you select a Revision Stage other than Approved then it does not generate an xml for import / export. However, the option still shows in the menu "Create Procedure To Import" and errors if selected.

Tested and verified there is no longer the option to create an import on a workflow approved procedure proms version 2.3.2602.1214.
