C2024-027 RO Editor – Add additional feature to allow Cut/Paste (Moving) a RO within the same table.

Part of 2024 PROMS Upgrades.

In the RO Editor, it was found that editing ro fields and adding new items was not working consistently. The saving of the changes does not always reflect immediately and sometimes not at all.

Tested with version 2.2.2410.2409. Works as expected. Used Robinson database.
