Fix for issues created when replacing an open procedure (copy/replace) and the issue my previous fix caused for copy/replace of a step. I also included the missing SQL update to proms sql fixes file. (Hopefully added it correctly)

Tested with version 2.2.2407.1111 and sql version 2407.1110. All testing worked, but a new problem was found that when copying from one section and replacing a step in another section, a sql error is returned. B2024-040 was submitted for this new item (for non-linked sections).
