B2024-018: Catawba – Enhanced document link issue with sub-sections in source but not in enhanced document. When the source document has a sub-section and the enhanced background (or deviation) does not, the query that finds what is available to link to did not go up an additional level to find the link/id so no steps where listed as available to link to. The query, vesp_ListUnlinkedItems was modified (in promsfixes.sql) to allow this additional level/sub-section check.

Tested using Version 2.1.2403.2710 and SQL version 2403.2711. No problems encountered. Verified with John that this should be in the manual and added U2024-005.
