Added a constant named SelectAllProcedureSetsText for the new top level node for selecting all procedure sets, and then added the node programmatically.

Created a new eventhandler to handle the checking/unchecking of the new node. Also added checks to avoid processing this node since there is no processing needed.

Verified that the first option under the Search By Step Element is a checkbox for "All Types", that all step types are automatically selected and can be manually de-selected, and that deselecting "All Types" removes all checkmarks. Generic release note had previously been added June 8th. U2023-003 was also added for the June 8th update.
