B2023-099
Restore the original calculation for finding he center point of the procedure and section END messages.

I simply backed out a change that I made when working on the Vogtle 3&4 formats. Vogtle 3&4 currently does not have PROMS and if the project resumes we will check their end messages positioning.

No code review is needed being the change that cause this bug was backed out.
