+This file belongs in the "C:\Git\Production\Repos\SourceCode\PROMS\VEPROMS User Interface\Properties" Development path and is used to generate the PROMS executables using different builds.  This file gets updated everytime a build occurs in the PROMS solution.  We do not want to include it with each check-in as it will conflict with other developers.
